DEQ regulates the state’s water and air quality, ensuring a clean, healthy environment for its residents. DEQ has taken on an expanded role in recent years, embracing environmental sustainability as a core priority. In 2023, North Dakota embarked on its first-ever statewide sustainability plan, led by DEQ, to explore practical measures that reduce greenhouse gas emissions while supporting economic vitality. This groundbreaking initiative underscores North Dakota’s dedication to prudent stewardship of natural resources and commitment to a prosperous future for its communities.

As part of this effort, North Dakota is developing a comprehensive Climate Action Plan, which focuses on identifying innovative strategies that align environmental goals with the state’s unique economic landscape. Funded by the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant (CPRG) program, the DEQ has secured $3 million in federal grants to create two key frameworks: the Priority Climate Action Plan (PCAP) due in March 2024 and the Comprehensive Climate Action Plan (CCAP) scheduled for December 2025. These plans will provide actionable steps to reduce emissions, promote energy conservation and foster climate-smart agricultural practices, supporting a balanced approach to environmental and economic goals.

Through extensive public engagement, DEQ has involved residents, communities, tribal nations, and key industries in shaping this ambitious plan. Input from 24 Sustainability Input Forums and consultations with experts across the state have identified five key strategies for the Priority Climate Action Plan, including an Energy Conservation Grant Program, the Alliance to Advance Climate-Smart Agriculture, a Soil Health Cover Crop Program, the City of Fargo’s LED streetlight upgrades, and a Statewide Tree Planting Initiative. These targeted programs will lay the groundwork for long-term sustainability, showcasing North Dakota’s resilience and innovative spirit in the face of environmental challenges.

DEQ’s efforts highlight that North Dakotans are already making strides to lower greenhouse gas emissions and are committed to overcoming challenges from extreme weather, market pressures, and environmental threats. With science, data, and public support, the DEQ’s sustainability initiatives represent a collaborative vision that upholds North Dakota’s values and aims for a healthier, sustainable future.
